code complete for .net 10 is today, so this likely won't make it

This is fine, those are updates of the framework that is used to test sdk, it does not get shipped in the product.

I pushed a fix for a test that was relying on an MSTest bug that got fixed with this insertion. Specifically, microsoft/testfx#7044
